Maplewood's point-of-sale requirement is its Truth-in-Sale of Housing (TISH) program, established under city ordinance (Article XI, Chapter 12 of the Code of Ordinances). Before a residence can be shown for sale, the owner must have it evaluated by a city-licensed TISH evaluator. It covers single-family homes, duplexes, condominiums and townhouses, and assesses building and property condition against the city's housing maintenance, siding and junk removal ordinances, together with an owner's disclosure statement. A copy of the report must be issued to the buyer before the execution of a contractual agreement. It is for disclosure purposes only and the sale is not contingent on the listed deficiencies. A report is valid for one owner or for one year.

Maplewood requires a rental license for any dwelling offered for rent, approved and issued before tenants move in. A license does not transfer with the property: if a home continues to be rented under new ownership, the new owner must apply for their own rental license. A seller who is selling a licensed rental, or who stops renting, submits a Declaration of Non-Rental or Exempt Use form to have the license inactivated. This is an obligation on the buyer to re-license rather than a pre-sale inspection on the seller, and it does not apply to an owner-occupied sale.
